Abstract

Golbery do Couto e Silva (1911-1987), an important and controversial figure, is one of the important thinkers when we talk about the structuring of a Brazilian geopolitics. Tributary of Mário Travassos, he carried out important political offices during the Military Regime that was force in Brazil between 1964-1985, where he saw his geopolitical ideas being implemented, at least in part. In this work, we will analyze his ideas, related to two areas of great importance for Brazil, the Plata Basin and Amazon Basin. We expose that the difference in their conceptions for the two basins resulted in territorial policies with different objectives. In the case of the Platinum Basin, Itaipu Hydroelectric Plant materialized Brazil\'s plans to supplant in Argentina, as the most important country in South America, an objective that had been pursued since the Empire. In the Amazon, on the other hand, we have the Calha Norte Project (PCN), which had clear defensive contours, with the occupation of the northern borders of Brazil. To achieve the proposed objectives, we developed the work in four chapters. In the first, more historical, we will approach the biography of General Golbery do Couto e Silva, and in the second we will talk about theoretical issues related to his Geopolitics. In this chapter, we will expose two other exponents of a Geopolitics carried out in the Brazilian Armed Forces, which dialogue with the ideas of Golbery, Mário Travassos and Carlos de Meira Mattos. In the third and fourth chapters, we will deal with Plata Basin and Amazon Basin, respectively, making a comparison of your Geopolitics, and how it influenced the way the military conducted territorial policies as apt, based on rivalry with Argentina and on the slogan \"Integrar, para Não Entregar\". At the end, we will briefly recap the tasks performed in the four chapters, in the final considerations. (AU)
