Abstract

This thesis analyze the role of bilateral cooperation between Brazil and United States for the development of projects in the agricultural sector of Brazil, which was implemented by Technical Office of Agriculture Brazil-US (Escritório Técnico de Agricultura Brasil-EUA, ETA). The ETA was created by Point IV, a American technical cooperation program launched by the second Harry Truman administration (1949-53) for so-called underdeveloped countries in the 1950s, which was operationalized, on the American side, by the Agriculture and Natural Resources Division (ANR). ANR implemented cooperation activities in the areas of production and the development of agriculture, mainly through technical assistance work, supplying personnel to partner projects. The main objective of this thesis is to point out how the knowledge networks made by ETA\'s bilateral technical cooperation were important for the constitution of notions of agricultural development in Brazil. We will explore the extent to which ETA\'s actions sought to organize and develop practices and policies for the domestic agricultural market in Brazil with the various agricultural representative groups, creating and adapting new approaches and institutions to support these actions. The analysis will be based on ANR reports produced between 1954 and 1958; articles in the newspaper O Estado de São Paulo and Jornal do Brasil between 1953 and 1961; rural magazines A Rural and A Lavoura; letters from the Brazilian Ministry of Foreign Affairs between 1953 and 1961; and finally, we will use agricultural manuals from institutions related to ETA between 1953 and 1965.
