| Abstract | |
The São Paulo Macrometropolis (MMP) is considered the largest urban agglomeration in Brazil, with over 35 million inhabitants. This region faces increasing risks of water scarcity problems, which are intensified in a scenario of climate emergency. In this context, transparency mechanisms are of great importance for society. This research developed the São Paulo Index of Transparency in Water Resource Management (IPT-GRH), which assesses active transparency in water resource management bodies in the MMP and the state of São Paulo. The index is calculated from the Integrated Water Resource Management System of the State of São Paulo (SigRH), identified as the main source of information in the survey applied to representatives of four River Basin Committees (CBHs). The IPT-GRH, based on the Principles of Open Data, revealed needs for improvements in the information provided, especially related to the principles Timely and Complete. The results indicate the importance of regular updates and the provision of complete information by responsible bodies. The research also suggests ways to apply the index in other bodies and regions, contributing to promoting transparency in water resource management, essential for social control. (AU) | |
