Abstract

The following research undertakes a study on urban zoning policies in New York City, aiming to investigate how the public sector acted to stimulate and/or preserve certain types of land use and occupation in two specific contexts, namely: in the promotion of municipal rezoning agendas during the Bloomberg (2002-2013) and de Blasio (2014-2021) administrations; and in the productive restructuring process of Long Island City (1980-2020). First, it conducts a literature review that seeks to position the urban planner as an agent in the production of regulatory public policies, aiming to present the possibilities and limitations in attempting to promote the public good through the regulation of the private sector. It also presents the historical role of urban planning in the transition from an industrial to a tertiary city. Next, it develops an empirical study that captures the changes in rezoning approved in two city administrations, characterized as being business-oriented (2002-2013) and progressive (2014-2021). The method of processing and classifying georeferenced data enables analyses on the quantity, distribution, dimensions, proponents, classification, and location of regulatory changes, revealing intersections between types of urban change and their geographies. The comparison reveals differences between the public policies conducted by each, reflecting the political (decision-making) nature involved in rezoning processes. Furthermore, it develops a case study, seeking to understand the role of the public sector in the urban changes recorded in Long Island City, a former industrial neighborhood of the city, which underwent a process of verticalization and reorganization. The combination of both empirical frameworks reveals relevant characteristics in the performance of urban planning in the management of urban public policies, as well as disputes, intentions, and alignments involved in the processes of shaping municipal urban policy.
