Abstract

The following research proposes a study about urban policies, it's actors, and the interests that mobilize them - how policies are elaborated, based on what motivations, and how do the actors interact with the state -, in order to comprehend how urban planning has been dealing with the demand to equacionate property-led development and social inclusion. As it's method, it intends to develop a study case in Hunters Point, a neighborhood in Queens, New York (USA), which is based upon these guiding questions: how have urban planning acted regarding the diverse subjects of the territory? And, considering the conflicting debate about the urban shifts in the course and pretended, elaborate if and how alternatives and resistances to the development model adopted have been played out. Has as a hypothesis that is attached to the fact that urban planning has been recently mobilized by a property-led development logic - which was crucial to overcoming the 1980's economic crisis -, seeking to increase the land value above any other principle. (WOLF-POWERS, 2005) As a result, a contradictory development practice takes place, contributing to the increase of urban segregation and inequality, but, in a combined manner, also trying to regulate the market in order to distribute some benefits of the urban growth.
