4th generation Science and Technology Parks: a study of societal participation in development and governance

Abstract

The objective of this study is to identify, analyze, and propose ways for society to participate in the processes involved in the development and governance of fourth-generation science and technology parks (STP) in Latin America. Methodologically, considering the inherent complexities of the phenomenon studied, the proposed objectives, and the originality of this research, a predominantly qualitative, comparative, and multiple case study approach was adopted, with two levels of analysis based on the framework of Policy Analysis: one exploratory and the other more robust, descriptive, and analytical. The exploratory level, based on literature about STP generations and secondary data, involved identifying fourth-generation STP cases and conducting a preliminary analysis of the development and governance processes of these parks, as well as identifying indications of how societal participation occurs in these processes. In terms of results, six STP cases in the formulation and implementation phases were identified as potential fourth-generation STPs. Of these, two align more closely with the conceptual definition of fourth generation, and these were analyzed in greater depth. It was also identified that societal participation in fourth-generation STPs occurs in defining the objectives, values, and principles of the STP; actively participating in the STP’s decision-making bodies; implementing policies or projects within the STP; and evaluating the impacts of the STP’s actions (consultation). In the analysis of the selected cases, we identified the concept of "universities as creators of knowledge places," a term we coined upon observing the involvement of these universities in fourth-generation STPs in Latin America. These universities aim to develop socially meaningful and valuable spaces — places — focused on the production, use, and dissemination of knowledge, taking on a dominant role throughout the development and governance processes of these parks, even though they sometimes avoid openly acknowledging this role. In this context, societal engagement and inclusion largely depend on the initiative or willingness of these universities. When such engagement occurs, it tends to focus on specific dimensions of the STP rather than adopting a systemic approach. Finally, based on this overview, we outline a proposal for participatory processes in/for fourth-generation science and technology parks in Latin America (AU)
