Abstract

The objective of this dissertation is to study the making of the innovation agenda in the São Paulo estate, from the beginning of the Paulista constituent until 2008. The central focus consists in understanding the vector which took to this present configuration of the scientific and technological policy. For the conduction of this study, the Foundation for Research Support - Fundação de Amparo à Pesquisa do Estado de São Paulo (FAPESP), a pioneer entity in the implementation of programs encouraging innovation and which is widely known as a center of excellence in the scientific and technological (S&T) policy and which guides this policy in the richest state of the country, will be analyzed. The conclusions indicate that this new agenda has the scientific community in the leading role, and not the business sector, since its higher internationalization enabled its managers to follow world trends. This study was designed to investigate the development of the innovation policy in three levels of analyzes: the historical context, the political and organizational movements and the social networks.
