PhD in Philosophy and General Theory of Law by the University of São Paulo (2008). Master in Public Administration Law by University Gama Filho (2003). Specialist in Commercial Law by PUC-SP (1999). Bachelor of Law by the University of São Paulo (1994). Acts in the Research Line 'Human Rights and Public Policies', mainly in themes involving protection and promotion of social rights, with emphasis on the Right to the City (Budget vs. Public Policies), and in themes related to racial equality. The researches have in common the relation between Law and social reality, that is, between fundamental rights and scarcity of resources, within an approach that aims to verify that many of the normative outputs found for solving social problems, such as the postulates of proportionality or sustainable development, are not truly capable of solving them.
