Graduate in Mechanical Engineering at Faculdade de Engenharia de Guaratinguetá from Universidade Estadual Paulista Júlio de Mesquita Filho (1978), Master degree in Mechanical Engineering from Universidade Estadual de Campinas (1981), Specialist in Energy Economy in Fundación Bariloche (1985) and PhD degree in Mechanical Engineering from Universidade Estadual de Campinas (1987). He was Visiting Scientist at FAO (Rome, 1997/1998), Technical Director of the National Petroleum Agency (1998/2004), Visiting Researcher at ECLAC (2008) and IRENA (2018). He retired in 2013 as a full professor at the Institute of Natural Resources of the Federal University of Itajubá. He also worked as consultant to United Nations agencies (FAO, ECLAC, UNDP, UNIDO, UN Environment) on energy issues. Prof. Horta has experience in Mechanical Engineering, focusing technical, economic and environmental aspects of energy systems, mainly related to cogeneration, bioenergy (ethanol, biodiesel and bioelectricity) and energy efficiency in end uses.
