PhD in Political Science at the University of São Paulo, with experience in government structures, public policies, and citizen deliberation tools. He completed a postdoctoral fellowship at the University of São Paulo and completed a postdoctoral internship at the Institute for Local Government Studies at the University of Birmingham, United Kingdom. Professor and consultant in Public Management at the Fundação Instituto de Administração (FIA). Served as a Visiting Professor at the Federal University of São Paulo (2019-2021). Advisor in the Postgraduate Program in Public Policy Management at the School of Arts, Sciences, and Humanities at USP. Researcher at the Center for Public Policy Research at USP (NUPPs) and the Brazilian Center for Analysis and Planning (CEBRAP). Current Chair (2025-2029) of the Research Committee 34 - Quality of Democracy at the International Political Science Association (IPSA). Holds extensive experience in academic management. Participated in the administration that implemented the Fábricas de Cultura (Culture Factories) in São Paulo, a project co-financed by the Inter-American Development Bank (IDB). He was Manager of Educational Planning and Development for the National Department of SESI (National Institute of Social Sciences). He advised several local and state governments, in departments such as Health, Planning, Culture, and the Civil House. He has published in national and international journals, primarily on topics such as State Reform; public policies on culture, education, and technological training; relations between the State and civil society; the quality of democracy; and citizen deliberation.
