Full Professor at the Faculty of Law of the Pontifical Catholic University of Campinas (PUC-Campinas), where he serves as coordinator of the Graduate Program in Law (PPGD) and is a permanent faculty member affiliated with the research line International Cooperation and Human Rights. He holds a Ph.D. and master's degree in Constitutional Law from the University of São Paulo (USP), having conducted research internships at Albert-Ludwigs-Universität Freiburg and the Max Planck Institute in Freiburg, Germany, funded by CAPES. He completed postdoctoral research at the Max-Planck-Institut zur Erforschung von Kriminalität, Sicherheit und Recht, supported by the Max Planck Society. He is also a specialist in Constitutional Law by PUC-SP, holds a law degree from the same institution, and a degree in Philosophy from USP. His academic and professional trajectory focuses on Public Law, emphasizing freedom of expression, data protection, constitutional review, public policies, and fundamental rights. He coordinates and participates in research projects funded by agencies such as CNPq, FAPESP, and CAPES, with notable emphasis on comparative studies related to freedom of expression, digital regulation, public security, and international cooperation. Currently, he is a senior fellow at CNPq in the project Incomplete Constitutional Democracy in Latin America: Democratic Erosion between the Domestic and the International, investigating the impacts of democratic decline in the region on fundamental rights. He also coordinates the project Égide: Surveillance in Schools of the Municipality of Campinas (SP), financed by FAPESP, which analyzes public policies for preventing school violence developed in partnership with the Campinas Municipal Government. He develops academic cooperation activities with national and international institutions, participating in conferences, symposia, and interinstitutional projects. Additionally, he is a member of research groups dedicated to comparative constitutionalism, human rights, and digital regulation, with scientific output focused on critical analysis of constitutional jurisprudence and the formulation of normative proposals and public policies.
