Edmilson Moutinho dos Santos holds a degree in Economics (1990) and Electrical Engineering (1988) from the University of São Paulo. He also holds master's degrees in Energy Management and Policy (University of Pennsylvania; 1993) and Energy Systems Planning (State University of Campinas; 1992). He holds a PhD in Energy Economics from the French Petroleum Institute and the University of Bourgogne (1997). He is currently an associate professor at the Institute of Energy and Environment at the University of São Paulo (IEE-USP). Since March 2019, he has been a Category 2 Scientific Productivity Fellow at CNPq. Since 2015, he has been a Principal Investigator at FAPESP and coordinates Scientific Programs at the USP Research Center for Greenhouse Gas Innovation (RCGI/USP). Since 2024, he has been coordinating and/or participating in research activities at two other USP Centers, the Offshore Technology Innovation Center (OTIC/USP) and the Science Center for the Development of CO2 Capture and Storage integrated with ethanol production (CCD-CCS). He develops research and teaching activities with an emphasis on Energy Analysis and Planning, with lines of research in Energy Society, Energy and Environment, Integrated Resource Planning and Development of Fossil Resources (conventional and unconventional) and Renewable Energy Sources, including interests in Economics, Law, Regulation, Social Perception, and Energy Policy. He acts as an advisor and independent consultant to development and research agencies, companies, and governmental and non-governmental agencies. He is the coordinator of the Human Resources Training Program in Oil and Natural Gas at IEE-USP (PRH-33.1, supported by the National Agency of Petroleum, Natural Gas and Biofuels - ANP - and FAPESP). He also coordinates important internationalization initiatives at IEE/USP, including the International Academic Cooperation Agreement between IEE/USP and IFP SCHOOL, France. He was president of the Brazilian Association of Energy Studies (AB3E) from 2014 to 2016 and president of the Brazilian Society of Energy Planning (SBPE) from 2011 to 2012. Since 2025, he chairs the Advisory Board of ABRINSTAL, a non-profit organization whose purpose is to plan, organize, promote, and execute actions aimed at compliance, performance, sustainability, and efficiency of infrastructure facilities.
