Abstract

ABSTRACT This research systematizes and analyzes public policies designed to generate labor and income for youth in the city of São Paulo, Brazil, investigating the main changes they have undergone since 2013. An empirical survey was conducted to establish connections between the conceptual basis of youth policies and the theories of public policy analysis. The study adopted the advocacy coalition framework and the punctuated equilibrium model to understand the inflection in the policies analyzed. The results show that entrepreneurship has become central in formulating labor and income policies since the second half of the 2010s. (AU)
