Abstract

This research project seeks to analyze the limits and possibilities of applying the urban planning tools implemented by the 2002 Municipality of São Paulo Strategic Master Plan (PDE), as well as to explore the possibilities implicit in its revision in 2014, considering the principles of the Social Function of the city and of the urban property; Socio-territorial Equity and Inclusion; and the Right to the City. An evaluation of the application of the instruments will be carried out, with emphasis on access to urbanized land for social housing (ZEIS, PEUC and Solidarity Quota) and financing for urban intervention projects (OODC, OUC, PIU and TDC). Subsequently, a research will be carried out on national and international reference experiences to address the same urban problems, through the use of similar instruments. Finally, it will be analyzed the proposal of new instruments and the reformulation of the old ones with regard to the analysis and research carried out, for further prospection of the simulation of its application from proposed scenarios. The revision of the instruments alone does not solve the problem of the social production of space, or to solve its conflicts. However, the understanding of its limits and possibilities seems to be an extremely important contribution to the Municipal Government. (AU)
