Abstract

This innovative technological research project aims to create a digital platform for look up and visual simulation of images and three-dimensional models of urban planning parameters for the use, occupation (land use) and urban land subdivision of different Brazilian municipalities. Demonstrating the feasibility of this proposal opens the perspective of a product in the form of a smartphone (native) application and a web browser application (Progressive Web App) as a search and look up service and simulation of parameters from urban planning legislation of each Brazilian municipalities to improve the search and facilitates the decision making of owners, investors and architects; the elaboration of architecture projects with respect to the local legislation and, later, its approval by the competent organs. The system also aims to speed up the resolution or completely solve some of the recurring issues of architects, real estate owners and investors: What is possible to build on a particular terrain? How many square meters can you build? How many floors? What are the mandatory setbacks? What would be the simplified volumetry of a construction on this terrain? These questions are not easy to answer today because in most cases the consultation of the urban parameters of use, occupation and urban land subdivision in the Brazilian municipalities demands specific knowledge. The difficulty in understanding the categories of urban zoning laws, changes in the Master Plan that pose consequences to the location and understanding of the urban indicators necessary for the implantation of new properties, renovations and even land use patterns to establish and start a business. The system consists of a digital platform with aims of simplifying, accelerating and democratizing access to urban planning parameters of different cities. Through a visual approach, using infographics and diagrams to represent urban indicators. The first phase iteration of the platform is intended to cover 03 cities (São José dos Campos, Jacareí and Taubaté) totaling 1,241,023 inhabitants. The use of raw location information from the different geoprocessed urban zones' documents requested deploying APIs (Application Programming Interface) from mapping services such as Google Maps, MapBox and/or similar services will be used to delimit the polygonal zoning. Cloud based database will record data for the platform of more than one city. Prioritizing how easy the information is searched and retrieved, increasing the number of cities indexed, delivering data through emails and/or shared to social networks will add new users and create a marketplace value to the platform.
