Abstract

The latest generations of digital networks (broadband, ubiquitous connection, Internet of things, Big data, Internet everything) have inaugurated complex architectures of interactions that allow to the communication and the exchange of information between human and nonhuman. These new forms, in addition to broadening the social morphology, have promoted the continuous interaction between individuals, data, devices, databases, objects, and biodiversity, making it necessary to formulate a new ecological conception of the form and quality of communicative processes. Such transformations have influenced and altered the modes of citizen participation and the relations between government, political institutions, and civil society. If in the first moment the introduction of interactive information networks created a generalized form of taking the word, determining new modalities of emerging non-institutional conflicts (net-activism), in recent years, in several countries of the world, platforms and collaborative digital architectures for debate and shared decision-making. The introduction of these new types of computerized parliaments is the experimentation of a new type of citizenship, here qualified as digital, whose quality and formats are intended to be analyzed in this research. To this end, this theoretical and empirical research project intends to study the various existing experiences (decision-making platforms) in Brazil and in the world, mapping and analyzing according to the interactivity indicators proposed during the research.
