Abstract

The research aims to understand the implementation of mechanisms that refer to the New Public Management, especially those identified with managerial processes, such as accountability, which seek efficiency, effectiveness and effectiveness of state action, in non-capitalist countries, from the study of the implementation of the Cuban education accreditation and evaluation system. This is a case study, which will be preceded by a literature review, which will take as methodological procedures the analysis of documents from international bodies that influenced Cuban practices, Cuban Communist Party resolutions and regulations that regulate assessment and accreditation practices. Semi-structured interviews will also be carried out with representatives or former representatives of international organizations, ministers, and former ministers of the Ministry of Education and the Ministry of Higher Education, directors or former directors and employees or former employees of educational assessment and accreditation institutions of Cuba. It is expected that the research will result in the expansion of knowledge about the reforms implemented in Latin American States, which led to the expansion of state/governmental policies related to New Public Management, which in the Cuban case is called Strategic Planning and Direction by Objectives.
