Water security and human mobility in the context of climate change and disasters: relationships, synergies and potential for sustainable development in the Alto Tietê watershed

Abstract

The fifth report of the Intergovernmental Panel on Climate Change (IPCC), 2014, in its chapter on Human Security, recognizes the relevance of human mobility in the context of climate change, due to climate impacts that intensify the displacement of people across the world. Among the events that most contribute to displacement are those linked to hydrological variability, such as floods, landslides, flash floods and droughts. Faced with the increase in the adverse effects of climate change, which affect the planet's hydrological cycles, the connection between Water Security and Human Mobility becomes more evident, especially in the context of disasters. Although there are important international initiatives to deal with this phenomenon (from the Water Resources Agenda, the Agenda for the Reduction of Disaster Risks, the Climate Agenda, the Migration Agenda, as well as the 2030 Agenda for the Sustainable Development Goals), articulated analyzes on the interactions between Water Security and Human Mobility in the context of disasters and climate change are scarce, and there are no actions that aim to include the theme on water governance. The objective of this project is to make evident the relationships between Water Security, disasters, climate change and human mobility, and to explore the level of articulation and governance of these agendas in the Metropolitan Region of Sao Paulo (MRSP). This study will enable the proposition of adaptive Water Security guidelines and action plans, which include the dimension of human mobility in water governance and sustainable development in the Alto Tiete Watershed (ATW). The findings will contribute to the adaptive management of the ATW, and the strengthening of actions and strategies to achieve Water Security in the MRSP. (AU)
