Proposal of guidelines and plans for governance and adaptive water security: technical, participatory and sustainability dimensions, in a context of climate change, based on the actors at Alto Tietê and Paraíba watersheds

Abstract

The present proposal is based on the contextualization of the water realities of two regions, Médio Paraíba and Alto Tietê, located in the states of Paraíba and São Paulo, respectively, increasingly affected by water scarcity, with their specificities associated with water security. The project builds from the assumption of adaptive governance and sustainability to prioritize the development and application of social technologies. These technologies promote empowerment and dialogue with different segments of society in face of climate change in urban and peri-urban contexts. Therefore, the central objective of the project is, on one hand, to investigate and analyze practices and plans, and, on the other hand, to develop and propose guidelines and action plans for adaptive Water Security, which include the technical, participatory and sustainability dimensions as pillars in the formulation of a dynamic water governance in the context of climate change, discussing guidelines for the action of multiple actors in the river basins chosen in the states involved. The research will be based on participatory methodologies centered on documentary and bibliometric research, semi-structured interviews and a social learning approach, aiming to constitute a research network around the two regions involved, as well as a dialogue between teams and partners around the watersheds that are vital for public supply.
