Municipal strategies for providing basic education: privatization processes in the State of São Paulo (2008-2023)

Abstract

This research proposes to update the mapping of basic education privatization strategies - previously carried out for the period 1996-2007 and included in the Database on Privatization of Education in Municipalities of São Paulo -, which comprises the results of the research financed by FAPESP, Process 07/ 54207-4 (ADRIÃO (coord.), 2009). With an inter-institutional origin, this update proposal corresponds to the period from 2008 to 2023 and aims to identify alterations or deepening of privatization trends in basic education previously detected in São Paulo's municipal education networks. The data to be updated contemplate the strategies of education privatization in three ways that touch the educational policy: curriculum; educational offer; and educational and school management. Regarding these three dimensions of privatization (ADRIÃO, 2018), the research also focuses on three forms: purchase of private education systems; subsidy of vacancies for private institutions; and private consultancy for management (ADRIÃO; BORGHI, 2008). In addition to the three forms already present in the original mapping, considering the advances in the diversification of privatization forms, this project integrates the following forms into the original collection: corporate management, in the management dimension; in the curriculum dimension, teacher training, curriculum designs, various inputs to the curriculum, educational technologies and platforms are considered; finally, in the offer dimension, vouchers or scholarships and homescholling are included. To carry out the research, data and information will be collected from the 645 municipalities in the state of São Paulo through searches on the official pages of the municipalities, as well as in specific contracts about it, based on descriptors intentionally chosen according to the size and privatization form to be inventoried. Within the scope of the educational privatization provision, this procedure will be supplemented by data from the National Fund for the Development of Education (FNDE) on private establishments, whose enrollments are considered for the purpose of distributing resources from the Fund for the Maintenance and Development of Basic Education and of Valorization of Education Professionals (FUNDEB). The research results should be systematized in scientific and dissemination articles, as well as in a database for public consultation, installed in one of the participating Universities. (AU)
