Abstract

In 2009, the Federal Government approved the Law 11.947 of June 2009, which provides for the National School Feeding Programme (PNAE) and consolidates its linkage with family farming. This legislation establishes that the school menus should be prepared using basic foodstuffs, according to nutritional references, dietary habits, the food culture and the food tradition of the locality, sustainability and agricultural diversification of the region. It also establishes that out of the total financial resources disbursed by the Federal Government, at least 30% should be used in the procurement of food directly from the family farmers and the family entrepreneur and that this procurement can be exempted from the bidding process. The implementation of this policy is complex process because it involves different sectors of government and society at the municipal, state and federal levels. Problems during the operationalization phase may hinder the proper implementation of the goals and objectives. The aim of this study is to evaluate how the process of operationalization of local procurement for PNAE is taking place, in order to detect possible weaknesses, positive results already achieved and suggestions for improvement, as well as identify possible effects of these procurements in the school environment and in the areas of family farms and municipalities. This will be a descriptive study with quantitative and qualitative methodologies. Some municipalities in the state of Sao Paulo that have had implemented local procurement for PNAE for at least six months and with different characteristics will be selected by convenience. Data will be collected in the three following spheres: a) the municipality, b) family farm (farmers, cooperatives, technical assistance entities) and c) educational institutions. The qualitative techniques of data collection will be comprised of observations, semi-structured interviews and focus groups. The instruments completed in the field will be scanned and the information reported in the focus groups will be transcribed and arranged according to the technique of content. Parametric and nonparametric statistics to describe the population will be as far as possible. (AU)
