Policy and Plan for Agroecology and Organic Production (PEAPO) of São Paulo state: implementation and territorial governance

Abstract

In 2018, Law 16.684/2018 was approved, establishing the State Policy for Agroecology and Organic Production (Peapo) of the state of São Paulo, followed by the participatory elaboration of the State Plan for Agroecology and Organic Production (Pleapo) in 2022. Through a partnership among researchers, public managers and civil society representatives, this project aims to support the implementation of Peapo and Pleapo through participation and the formation of territorial governance structures. The project will last four years, divided into three distinct phases. In the first phase (1st year), territorial governance structures will be proposed for the implementation of Peapo and Pleapo and a protocol for the functioning of these structures will be defined. At this time, documentary and bibliographic research, semi-structured interviews, focus groups, workshops, field diaries and seminars will be used. In the second phase (2nd year), two pilot territorial governance structures will be implemented, in which a system of indicators will be implemented to monitor and evaluate the policy and the plan. Focus groups, workshops and field diaries will be held, as well as theoretical and statistical analysis of their results. In the third stage (3rd and 4th year), the territorial governance structures will be replicated to other territories. Two new territories will be implemented each year, totaling six at the end of the project, including the two pilots. The new territorial governance structures will be monitored and analyzed using tools such as focus groups, workshops and field diaries, as well as theoretical and statistical analyses of the results obtained. At the end of the project, a monitoring system is expected to allow the continuous evaluation and improvement of Peapo and Pleapo in the state of São Paulo. (AU)
