Abstract

Law 12,847 of 2013 created the National System for Preventing and Combating Torture; the National Committee for the Prevention and Combating of Torture and the National Mechanism for the Prevention and Combating of Torture, and provided that the Human Rights Secretariat of the Presidency of the Republic would encourage the creation of preventive mechanisms to combat torture within the States or the District Federal. Currently, however, the state of São Paulo is one of the few Federative Units that still does not have its own prevention mechanism. In 2018, the Legislative Assembly passed a bill creating the state system, but the bill was vetoed by the incumbent governor. This proposal aims to resume and boost the reformulation and implementation of the State Mechanism for Preventing and Combating Torture in São Paulo, from a participatory and multi-stakeholder process, involving drawings and proposals based on evidence , for the construction of strategies of political-legislative incidence and construction of social networks that, at the same time as promoting collective, popular and professional training on the subject, Expand the mobilization actors within the state and among other organizations and public and impact the different decision-making bodies, with the aim of presenting new bill by the State Parliament, as well as its promulgation by the Executive.
