Abstract

Democracy, administration and local government is the objective of the study of political and administrative elites in medium-sized Brazilian cities from the point of view of understanding of the attributions and the exercise of government at local level, of its relationship with the population and with the higher spheres of government. It is intended to evaluate the importance of institutional and attitudinal factors in decentralization, understood as an increase in the responsibilities and attributions of local governments. The research will consist of a survey, in additional studies that will make it possible to characterize from the political and administrative point of view the municipalities selected and in the implementation of four case studies of some of the chosen municipalities.
