Abstract

Over the past 10 years, many of the agendas of OSCs- Organizations of civil-society and social movements were absorbed by public policy, in its various areas. In relations of partnership between government and CSOs involving transfer of resources, many difficulties have been found, creating tensions on both sides, making it difficult not only public financing for activities of CSOs, as well as putting into question its own legitimacy. There are different organizational arrangements and methods used for resource transfers between the Federal Government and CSOs; different policies have specific historical relationship with CSOs in different areas. This project has as object of study the relations of partnership between the state-civil society organizations, focusing on the partnerships established by the federal government, seeking to understand the existing models, in contrast to what the literature on -OSCs State partnerships advocates. This study is justified by the importance of the relationship between state and civil society in the formulation and implementation of public policies, which gained prominence from the 1990s, motivated by democracy, by the adoption of the Constitution of 1988. This project aims to deepen and move forward seeking to fill the gap of more systematized studies in Brazil these partnerships through a case about the Cultura Viva Policy.
