Abstract

This project aims to map out the implementation of Law 13,019 / 14, known as the MROSC (Regulatory Framework for Civil Society Organizations), establishes a new legal regime for partnerships between public administration and civil society organizations (CSOs). the achievement of public and reciprocal interests, through the execution of activities or projects.There are a number of innovations that relate to new principles of public administration in the MROSC (transparency, control by results, debureaucratization, which translate into the new regulations in: mandatory public calling, simplification and greater objectivity of work plans, the rules of accountability, the use of indicators to perform control of results and focus on monitoring.The project aims to examine the challenges and difficulties experienced by subnational entities to align themselves with these demands of the Law, based on the interaction of different institutional logics. In addition to managers' perception of the process, the adequacy of public administration mechanisms and instruments, as well as specific characteristics of each implementation context, will be mapped.The methodology will have a qualitative step that will examine more advanced initiatives of implementation, so that they can subsidize the quantitative stage, with the accomplishment of a research survey, with states and municipalities.Studies on partnerships between public administration and CSOs are still restricted in Brazil, although the participation of these organizations in the joint delivery of public services is relevant in Brazil. Existing studies have focused on systematizing and edescribing data on partnerships, legal analysis, and analyzing the impacts of partnerships on CSOs. More studies need to be done focusing on partnerships from the perspective of public management. It is this gap that this research seeks to fill, focusing on theoretical discussions implementation and institutional logics that may have implications for analyzing partnerships from the perspectives of public managers, controllers and legal advisors of public administrations.
