Abstract

The Project holds as goals the development and the evaluation of working processes and technologies concerning the reorganization of the Voluntary Counseling and Test (VCT) Center in AIDS which aim at reduction of access barriers, enhanced resolubility of services offered, support to users to cope with serological results in a more autonomous way as to cope with the situation of vulnerability and risk that motivated them to resort to the VCT Center. It will be conducted at three services located at cities of São Paulo(SP), Santarem(PA) and Olinda(PE). The proposed technologies interest three organizational axes of the services – entrance gateway, quality of service delivery and counseling practice - and were conceived from a situational diagnosis of the VCT network, conducted in 2006 by the Instituto de Saúde (Health Institute), as well as from the Ministry of Health guidelines to such services. The project will be developed in three phases: (1) conduction of a situational diagnosis and establishment of a baseline; (2) implementation of new technologies; and (3) evaluation of effectively, feasibility and pertinence. For such, qualitative and quantitative research will be conducted, which should allow analysis of the consequences of innovations upon the volume and profile of users, the services resolubility indicators, and upon the behavior of individuals when facing both the clinical investigation results and the vulnerability situations. Analysis shall involve comparisions of proportions and means and multivariate techniques will be considered for the study of covariates affecting variations of the studied phenomena. As to the qualitative approach, thematic analysis will be used. The result should contribute to the reorganization of the VCT Center to the extent that the experience be incorporated to the activities of Ministry of Health and Health State Secretariat. (AU)
