Abstract

The Emergency Medical Service é one of the components of the National Emergency Policy and forms the basis for the construction of the Health Regions. The EMS implantation is the first phase of the Policy and it is a federal government´s priority. This research aims to evaluate the EMS functioning in São Paulo city by describing its activities and procedures; identifying the flow and work process; and comprehending its operational context in relation to the different levels of the health system. It is a descriptive case study that will use a quantitative and qualitative methodology on a exploratory basis. The work process will be the initial focus of the research derived from the information system of the medical regulation. The data collected will be analyzed and comparared to the policy proposal.
