Abstract

The purpose of this qualitative approach is to provide an analysis of the processes engendered by a health project of permanent education (Streghtening Primary Care: reorganizing actions of health care and management), which covers the municipalities under supervision of the III Regional Department of Health (DRS III, Araraquara, São Paulo) and comprises 24 municipalities and 144 workers. The scope of our empirical sources will be formed by: partially planned interviews with managers; focal groups with the participation of coordinators and workers of the primary health units and the family health programs; documental analysis of activity reports; accounts of participants and memories of the worker's groups. The software program ‘Alceste’ is our tool to organize data and conduct a thematic analysis. Theoretical and methodological references will be the permanent education in health care and the work processes in health care. The results of our investigation will support the commission of integration ‘Teaching and Service’ as well as municipal managers and workers. The commission will be aided in its task of evaluating the actions in permanent health education; the managers will be aided in the foundation and further conduction of health educational measures settled by municipal administrations as well as in the conduction of the primary care; health workers will have the opportunity of redefining their work process and developing a critical-reflexive action.
