Decentralization and regionalization on Brazilian health system: the case of regional management board (CGR) of metropolitan region of São Paulo, Brazil

Abstract

Based on the idea of decentralization in the field of public policies is an inexorable factor to expand and develop health promotion and quality of life actions, within a given territory, the problem to be investigated hereby is: does the Regional Management Board (CGR) acts towards decentralization as it is expressed on the normative Pacto de Gestão for the Brazilian Health System, among the federate members of Brazil state? This research is justified due to the progressive empowerment of municipal governments in the decision making process, since they are responsible for both a diversified public policies agenda and the Health System consolidation as decentralized system. It is expected through this research to better know the level of decentralization experienced by the municipal and provincial governmental stake holders who act as members of the ten CGR to the Metropolitan Area of São Paulo, Brazil, by analyzing of its dynamics according to decentralized management and decision making process.
