Abstract

This study is in line with the proposals to contribute to the scientific development of the country, including the commitment to public policies of the Ministry of Health, particularly the network of Health Care Policy and High Complexity in Cardiology, as well as the development of knowledge promoting, in a multidisciplinary perspective, the ownership of nursing issues relating to the assessment and management of health systems. Phase 1 (Process 2010/16682-5 FAPESP) research, which used a quantitative approach allowed further investigations about the comprehensive care and use of tracers for evaluation of health services as methodological strategy. From these results, the second phase of this project is to evaluate the articulation of different levels of attention to the actions of attention to cardiovascular diseases in the area covered by the Regional Department of Health XIII (DRS-XIII), from the perspective of managers and responsible for regulation services. It is evaluative research, using qualitative data, will be developed in the area covered by the Regional Health Department (DRS) XIII, composed of twenty-six cities with a population of approximately 1,300,000 inhabitants. Study participants will be managers (regional and municipal) and responsible for regulating services (regional and municipal) in the area covered by the Regional Department of Health XIII (DRS-XIII). To collect the primary data will be used semi-structured interview. For the development of the interview will be used a specific roadmap, which will be subjected to face and content validation by three experts in the subject. There will also be a pre-test with subjects who did not compose the definitive study, to permit testing and adjustment procedures prior to data collection. The interviews will be transcribed, the data collected will provide a specific database and will be recorded on a specific form. For qualitative data analysis will be used content analysis in its thematic strand. The discussion will be developed from the theoretical framework adopted, namely, the regional organization of health systems in the perspective of integral health, focusing on the evaluation of actions to focus on cardiovascular diseases.
