Abstract

This proposal seeks to show the complexity of the issues concern Brazilian agribusiness when it discusses conditions to implementation of Identity-Preservation (IP) systems of grains which meet the requirements from the diffusion of genetically modified organisms in Brazil. The problem is not only the costs and differential impacts to implementation of these systems in the distinct producers /exporters Brazilian grain regions, but also in the limitations caused by the inertia established by the commoditization process of exports associated with the procedures used to guarantee the exports in a scene of transport infrastructure and storage fragility. That said, the aim of the research is to analyze the effects of corn segregation on the Brazilian transport and storage logistic system, especially genetically modified corn, from the simulation of resolutions taken by the Cartagena Protocol on Biosafety (CPB) and its impacts on competitiveness in the international market. The treatment of the proposed problem demands the search for new analytical tools and simulation scenarios. Thus, the proposal is to develop a partial equilibrium model as a Mixed Complementarity Problem (MCP). It is expected, at first, to get results which reflect the reality of the sector and main weaknesses of the logistics system for such products. And, in a second, it will get options that helps to infer future scenarios to competitive analysis of product differentiation by improving the transportation systems associated with new projects, even as, enable the development of a regulatory apparatus more favorable to agricultural R & D.
