Abstract

The present research aims to realizing an application of a methodology developed by Salgado Junior (2013) to propose financial and pedagogical practices that collaborate in the performance of students in municipal elementary schools of the state of São Paulo in IDEB. First, we identified, using the technique of Data Envelopment Analysis (DEA), the five schools which are efficient in transforming financial investments and socio-economic level into students' performance in IDEB that stood out in a universe of 1,298 schools. Afterwards, four schools which are considered inefficient are chosen, by means of judgment and convenience, from those which exhibit DEA score lower than 0.80 and characteristics of socio-economic level (SEL), and whose size and financial investments are similar to those of efficient schools. In a later stage of the research, through multiple case studies, you can understand the internal processes (practices), leading two groups of schools (efficient and inefficient), with similar terms to have different performances in IDEB. Thus, it is essential to travel to these cities in order to conduct interviews with principals, secretaries of education, teachers, students and parents of students, besides to observe the facilities and infrastructure of these educational institutions and their SMEs. Methodologically, the research is classified as applied to qualitative and quantitative character. As a result, may be possible to identify financial and pedagogical practices to those, which can most influence on student performance in IDEB. Finally, this research may help in the decision making process for the allocation of public funds to education and contribute to the school directors can manage their practices in order to improve the performance of their students in IDEB.
