Application Plan of technical reserve for costs of institutional infrastructure for research in CTI Renato Archer

Abstract

This project aims to implement the Application Plan of technical reserves for costs of institutional infrastructure for research in CTI Renato Archer, authorized by FAPESP, at year 2014. It was intended to strengthen the development and implementation of infrastructure for research projects supported by FAPESP and other institutions for research funding.The CTI Renato Archer, a research unit of the Ministry of Science , Technology and Innovation (MCTI), works in three major areas of Information Technology (IT): Microelectronics : design of hardware, microsystems, electronic packaging, qualification systems and analysis of electronic components and products, and interaction surfaces and displays; Software : technology for software development, process improvement and software quality, and security of information systems; IT applications : robotics and computer vision, three-dimensional technologies and decision support technologies.The skills of the CTI in these areas are developed through research and development projects funded by FINEP, FAPESP and CNPq. Such projects permit the appropriation and in many cases advance the existing knowledge in key technologies associated with their areas of expertise. The CTI is located in semi - rural area, subject to power outages, and it needs to provide redundancy in equipment for continuous operations such as clean rooms or data maintenance . Accordingly, the acquisition of a chiller of 50 tons of refrigeration would provide sufficient redundancy to (i) reduce the rate at peak hours, to operate in parallel with the existing chiller tank to supply the ice during this period and also thereby (ii) provide chilled water in situations of lack of energy.The CTI develops activities and processes for micro and nanofabrication in environments with controlled temperature, pressure, humidity, specific lighting and amount of suspended particles in the air called cleanrooms. Heating, ventilation and air conditioning (HVAC) systems are applied to maintain low and constant temperatures and quantities of particles, with special filtering and constant exchange of air. The cold air is provided by equipment called chillers and heat exchangers air/ water, among others. These systems must work 24 hours a day to provide and maintain contamination-free environments. Among the projects developed in cleanrooms of CTI stands out the processes involving electronic packaging, manufacturing integrated circuits and nanonfabrications, funded by FINEP and private companies, through the Law of Computers and Law no. 11.484/2007 (PADIS).In the CTI DirectionPlan are included the actions related to creation of open laboratories for sharing existing laboratory infrastructure at the institution with other users from universities, research centers and Companies. The goal of the creation of Multi-User Laboratories (Open) is expand cooperation with universities and research institutions in the field of microelectronics, goal of the project "EMU: optical pattern generator for direct writing and lithographic masks", supported by FAPESP.Because of this sophistication of goals and action of CTI, it requires greater infrastructure reliability of cleanrooms allocated to projects of micro and nanofabrication and open laboratories.Moreover, according to the Federal Decree No. 4131, of 02/14/2002, the federal agencies, such as the CTI must diagnose and implement plans to improve energy efficiency.The installation of a new chiller of the Environmental Conditioning of Clean Rooms of Microelectronics Laboratories, object of this project, come to increase the reliability of laboratory research processes and energy efficiency.
