Abstract

São Paulo enjoys a large institutional system and a wide range of support programs for the development of science, technology and innovation (ST&I), which make it the main innovation center in the Country. Nonetheless, there are many roadblocks that must be removed in order to make this system more efficient and effective. With that objective, the State Department of Economic Development, Science, Technology and Innovation has proposed the development of an strategic plan, to be called "Master Plan for Science, Technology and Innovation of the State of São Paulo", that would establish a roadmap for all public policies for the sector in the State, for the nest two decades. The Master Plan should propose actions of various kinds, intended on establishing an encompassing policy dedicated to expand and intensify scientific research, technological development and innovation, making it possible for São Paulo to improve its role at the national and the international level in those activities, during the next two decades. Its objective is to provide an environment conducive to those activities, by means of short, medium and long term programs, including actions, results and outputs assessment systems, explicit physical and financial chronogram, and detailed budgetary needs.To accomplish the development of the Master Plan, the Department has proposed a series of preliminary actions involving, among others, collecting data and information on the ST&I system in existence in the State. The objective would be to have detailed knowledge of current public and private programs, of funds available, and, specially, of the roadblocks that have hampered further progress of those activities. Furher, to identify the focal themes and areas of strategic interest for the development of ST&I in the State. Finally, to collect information on similar programs developed elsewhere in the world that could help the development of the Plan.The project related to this proposal is concerned with the development of reports that will be used for the future development of the Master Plan for ST&I of the State of São Paulo, corresponding to the Themes I and II of the Terms of Reference proposed by the Department (see the project's text and Annex 2). With that aim, the proposal identifies six organizing themes, as follows:1.- The ST&I system in São Paulo, including institutions, funding agencies and funds.2.- Education and professional training: secondary, technical, undergraduate and graduate education.3.- Research and innovation in businesses and industries.4.- Research and innovation in research institutes.5.- Academic research and innovation at universities and other HEIs.6.- Focal themes.Those themes will be developed by working groups formed by specialists in the field, including member of the academic community, of the research institutes and of the private sector, who will prepare reports, from existing information in administrative systems and national and international databases. Those reports will be used then by the Project coordination to prepare a final report, which must include some preliminary recommendations for the development of the Master Plan, which will be forwarded to the State ST&I Council (CONCITE).
