Abstract

The project includes modeling and evaluation of systematic procedure for the insertion of images related to evaluations and mappings of hazards, vulnerabilities and risks, in an image database that composes the Research and Services Platform for Risk and Disaster Management. This platform aims to support institutional action in different public policy instruments that interface with risk and disaster management, such as preventive and civil defense contingency plans, municipal master plans, economic ecological zoning, management plans for conservation units, road contingency plans, housing plans, etc., and was developed based on the guidelines of the research program "Risk and Disaster Management related to Natural Events", registered in the directory of research groups of CNPq, which aggregates a line of research related to the use of geotechnologies and technological innovation in GRD. Since the Institute's performance in the theme since 1988, a large and varied collection of photographic images has been constituted, which requires robust and automated document management systems for adequate storage and targeted access to information represented in the photographs. the recent elaboration of an image management environment in PL-GRD-IG, which enables the management and use of available photographic records, it was considered necessary to establish a systematic procedure for inserting images in the bank, made possible by an application developed for loading and describing images in the platform's BD, as well as the testing and verification of descriptive terms to be used in the description and research of attributes recorded in the Photos. The procedure to be developed considers stages of: inventory and selection of images from the collection; reorganization of folders into funds and collections; load test and description of images; georeferencing test and repositioning of records in the database; evaluation of keywords and descriptive terms of images; systematization of procedure for future and complementary loads. The available application, structured based on the Survey123 geoprocessing tool, includes an indexing form and description of images linked to a form, which can be adapted, and includes information about the registration data and location of the photos as well as aspects associated with land cover and use; events and disasters that have occurred; characteristics of the terrain; instability factors; dangerous processes; vulnerability; damage; mitigating measures. In addition, the tool allows georeferencing and repositioning of images based on the capture or definition of the geographic coordinates of each record. The research will allow the establishment of a systematic procedure to be adopted for future data loads at the Bank, including the liability load of images that make up the collection, as well as new records that will be obtained. In addition, it will allow you to evaluate the need for adjustments in functionality and or description terminology initially available in the already developed application. Finally, it is noteworthy that the research project is related to the application for a scientific initiation grant, linked to the PDIP-IG (FAPESP Process 2017/50336-6), meeting more directly the specific objectives of the PDIP-IG to improve: 1) the routine operational activities of the existing event and disaster registry (in this case the associated photographic records), 2) the ability to analyze and interpret the data (from the incorporation of records into a technological platform with integrated analytical tools) and 3) the ways of making available to society (through computerized mechanisms of consultation and access to images, linked to increased perception of risks and disasters).
