Abstract

While enrolment to post-secondary institutions has been increasing dramatically over the last decades in Brazil, individuals from low socio-economic status (SES) families are still underrepresented among university enrollees. In order to facilitate access to post-secondary education for low SES individuals, many Brazilian universities have put in place affirmative action policies mainly based on quotas for racial minorities and/or students from public high schools. Following this trend, the Universidade de São Paulo (USP) implemented an affirmative action policy not based on quotas. Starting in 2007, students from public high schools received an additional percentage of points in the admission exam (FUVEST). One of the main purposes of this project will be the construction of a database combining administrative data from USP's admission exam, USP's graduation system, and the Annual Relation of Social Information (RAIS) that contains information about all formal workers in Brazil. With this dataset, we will be able to answer several questions that are relevant both for the academic literature and for public policy purposes. In this project, we will start by investigating whether the affirmative action at USP led to an increase in the proportion of university applicants and enrollees with low SES. Then we will verify whether the performance of students benefiting from the affirmative action policy, during their undergraduate studies and in the labor market, is similar to those admitted with similar grades, but not benefiting from the additional points. The results obtained in this project will be essential to understand the functioning of affirmative action programs without quotas, as the one implemented by USP, and will provide support for public policies related to higher education in Brazil and in the rest of the world.
