Abstract

A policy implemented by the Federal Secretary of Science and Technology for Social Inclusion (SECIS) is intended to include the historically excluded populations in Brazil. An exploratory study of the programs promoted by SECIS, indicate possibilities of autonomous and self-centered appropriation of the culture, the knowledge and technologies, which, to take place, depend on how the programs and projects are developed in the universities and research institutions. The goal of this research is to deepen the study, identifying and analyzing the possibilities for the Universities provide a scientific formation, aimed in social inclusion. Specifically, we intend to identify how the underserved beneficiary populations are considered in the projects approved and funded by SECIS. In addition, we intend to identify the formation methodologies implemented by the Universities. Three levels will be considered for the analysis: a national-level, a state-level (specifically the State of São Paulo) and a Regional-level (Metropolitan Region of Baixada Santista). For this, we have delimited the study of the beneficiary universities related to the Action 21.3 from SECIS Call: Support for research, innovation and technological extension for social development. In the case of none regional universities been identified, the investigation will be developed directly at the universities with identified projects of research and social extension. The contribution of this research is theoretical and practical. Theoretical because this make possible a broad and deep reflection on the possibilities of this universities, as formation spaces for Social Inclusion. Practical, because in the synthesis it will draw methodologies for scientific formation, with a view to social inclusion. (AU)
