Abstract
In the last three decades, it has been the steady growth of the urban area in many Brazilian cities. In this process, the land-use planning was little related to the transport systems of these cities, which have resulted in very worrying mobility rates. Urban mobility policies were also affected due to poor public management and outdated master plans. In an attempt to meet the growing number of cars, many investments were made in the works for motorized transport, staying in the background, for example, bills on bicycle routes and pedestrian walkway. Municipalities play a very important role in the development of society and more active political role, social, economic and cultural, thus offering a range of social services to the community. Some of the main challenges of urban management in large cities are related to infrastructure issues, transportation and mobility, water supply and sanitation, among others. They all have a direct bearing on the social and environmental problems. This research aims to evaluate the efficiency in a context in transportation insertion of uncertainty tine in urban planning of the Metropolitan Region of Paraiba Valley and North Coast, and thus propose strategies for the inefficient municipalities become effective, assisting policy makers in developing public policy more efficient urban mobility.
