Abstract
The implementation of participatory and democratic practices, which involves the construction of consensus, is also being stimulated when thinking about the institutional micropolice. Several Brazilian public health institutions have experienced this new management model and have succeeded in relation to the qualification of care. The study aims to analyze the management models used in the cities of the Regional Health Department XIII (DRS XIII), considering its measurement from the organizational culture. As a theoretical framework was adopted the approach of Bolman and Deal (2008) who shows that leadership and management are equally essential for an organization. The authors developed four classifications or frames - structure, human resources, policy and symbols - each of which is equally important for the institution. It is quantitative study to be held in two phases. In the first phase, a descriptive study will be developed in order to perform a diagnostic evaluation of the organizational structure adopted in the different municipalities, and also to identify the needs of learning of managers and workers about the assumptions of the participatory management model. In this case, it will be used the first part of the "Quality Improvement Implementation Survey II", developed by Dr. Stephen M. Shortell. In the second phase will be developed a quasi-experimental study, type single group, pre and post-test, in order to train managers and workers who are part of the DRS XIII on the participatory management model. The results of this research related to the implementation of innovative management models, should allow changes in the professional practice of the interdisciplinary team. The adoption of participatory management should lead to increased quality in health services, benefiting professionals, patients, family and community. (AU)
