Scholar inclusion policy evaluation in a municipal context based on the policy cycle approach

Abstract

The National Education Plan (NEP), approved in 2014, envisaged the requirement of studies whose goal are to develop methodological procedures and research instruments for evaluation of educational policies for the next 10 years. The present research project has as main goal to develop and improve evaluation and monitoring tools for the current scholar inclusion policy, that will make possible to elaborate economic studies and process of gathering large scale data. This is a collaborative research with multimethod designed and with the Policy Cycle Approach (PCA) as analytical methodology, which will be developed in a small city located in São Paulo state. The participants are staffs and former staffs from Education Municipal Department, regular classroom teachers and Specialized Educational Service teachers, principals, multidisciplinary team members, Special Education Target students and their families. For this, will be conducted three studies, each one with focus in one context: influence, text production and practice. About the gathering techniques, these are: desk research, individual semi structured interviews, focal groups and survey. The data analyze is based on PCA, with support the softwares like Atlas.Ti and SPSS in order to help with the data treatment and analyze. As main outcome, is expected to improve tools and procedures for multidimensional evaluation of the scholar inclusion policy, among other things. Will be conducted two feedbacks the first though a teacher training program for education employees, and the second though a discussion group with some SET's families that participate of this study.
