Abstract

The main objective of this paper deals with two programs geared towards family production, the National Program for the Strengthening of Family Agriculture (PRONAF) and the Food Acquisition Program (PAA). An attempt will be made to investigate the main changes in public policies for family production at the federal level, starting in the mid 1990s. Thus, it is understood that access to government policies is a fundamental factor to guarantee staying in the rural area and providing better living conditions to this social segment. The study will start with a case study conducted in the City of Junqueirópolis, assessing the scope and importance of these programs for small rural landowners. This city was chosen for the study because although Junqueirópolis's economy is service-based, the farming and livestock activity plays an important role in local production dynamics and it also has a notable characteristic in relation to its land ownership structure, the large presence of small rural properties.
