Abstract

The micro-region of Chapecó is located in the west of Santa Catarina and inserted in the national economy as the main Brazilian producer of swine and chicken meat. The main characteristic of the meat industry in this region consists of the close established relationship between agriculture and industry, materialized through the integration system, a normative contract of partnership between the small rural producer and the agro-industry. In order to meet the standards of the export market, constant technological impositions are demanded from the producers, which impacts directly in financial alterations. The capital limitations of most of the small producers automatically exclude them of the system since they do not possess the minimum conditions of assisting the established patterns of the globalized market. With no other commercialization options, many producers stay relegated to change their activities, in some cases migrating to the cities, or to the proletarianization. In face of the new guidelines imposed by the capital and, mainly, of the vulnerability in which agriculture is situated, the Brazilian government intensified a set of policies in the last years, focused on the development of the familiar production. Among these measures, the Program of Acquisition of Foods (PAA) stands out. In this sense, it becomes relevant the accomplishment of studies concerning the public policies for rural development, which are incorporated aiming to promote boosting of the rural regional space.
