Abstract

Tuberculosis (TB) is a contagious disease that causes more victims in the world. In 2007, about 9.3 million people became ill, 1.3 million died and in a group of 100,000 people, 206 were suffering from the disease. In the world, Brazil occupies the 14th place among the countries that have the largest concentrations of new smear positive cases of the disease with an absolute number of about 49 thousand people. Sao Paulo is one of the states that registers more new cases per year with an average of 16 thousand people and has a cure rate of 76%, below the 85% recommended by WHO (World Health Organization). Given the necessity of coping with the disease, a new strategy was designed by WHO, the public-private partnership aimed at expanding access to treatment involving other subjects as civil society and the private sector, profit or nonprofit. Thus the objective of this study is to analyze the actions of the developed partnerships between non-governmental organizations (NGOs) and the state government of Sao Paulo in tuberculosis control in the period 2004 to 2009. It is exploratory and descriptive study, which will be identified key informants, ie, the program coordinators of state and NGO partners. Guarding the ethical procedures, the depositions will be sought through semi-structured interview in March and April 2010 and analyzed in light of the Theory of social determination of health-disease process.
