Abstract

The Highway Capacity Manual (HCM), whose the last version is known as HCM2000, is the main reference used in Brazil and in the world to analyze the capacity and the quality of service on highways. However, the HCM2000 is often used without adaptations to the local conditions, despite the manual itself warns that this should be done. HCM adaptations have been developed in many countries in order to better reflect local conditions, culminating even in complete changes in the estimation process. Some studies have been designed to produce a knowledge base to assist in the production of a Brazilian Highway Capacity Manual. For two-lane rural highways, the first attempts of adaptation were based on the premise that the structure of HCM2000 should be changed only in that it was necessary. Thus, the general forms of the fundamental relationships and the measures of effectiveness used to determine the level of service were maintained. However, the results obtained have evidences that, for Brazilian highways, the structure adopted by HCM2000 may not be ideal. The interest in this research is justified by a need to develop a best method suited to highways in Brazil. Traffic data in a wide range of operating conditions will be obtained, as well as it is essential to select and calibrate a traffic simulator that provides the necessary information for the development of the method. The relationships between the traffic flow and measures of effectiveness under various operating conditions are expected to be obtained, and to determine the effect of non-ideal conditions on the quality of service. Ideally, the measures of effectiveness chosen to determine the level of service will be able to be obtained directly from the traffic, which does not occur in HCM2000. The proposed method will be validated with traffic data collected in the sites studied and the results obtained will be compared with the HCM2000 and its previous adaptations.
