Abstract

This research aims to analyze the cooperation between the Amazon countries in the context of ascension of the environmental issues on the International Relations since 1970. Our objective is to verify if the Amazon Cooperation Treaty Organization promotes effectively the cooperation between its member's. We seek to identify the main implications for the Amazon countries of the development of the Environmental debate in International Relations. Among these implications we found: the definitive entrance of the environment theme in the multilateral agenda of the United Nations (UN); the persuit for international cooperation to deal with the transnational environmental issues; and, the international projection of the concept of sustainable development. In this context, we will analyze the performance of the ACTO, explore its institutional structure, the role of the Strategic Plan for 2004-2012, and the activities executed by the Organization since its foundation. In synthesis, we will investigate if the ACTO promotes, in fact, the cooperation between the actors of the amazon transnational region; if its institutional structure is efficient; and, if the international cooperation process in Amazon needs more commitment among the States to satisfy the regional common interests.
