Abstract Brazil opened its economy in 1990. Since then the country works to improve its competitiveness. Among others has implanted encouraging policies to improve companies innovation culture. One of the most important policy of the Brazilian Innovation System are the Technology Development Funds (TDF) or "fundos setoriais para C&T" of 1999. Little more than one decade after institution, we are in a good moment to evaluate its results. Therefore, the present research to verify if TDF has created solid innovation networks among its users. In the present study there were selected health and biotechnology sectors. These sectors has strong social cost appeal, are related each other and are R&D intense. Due to those characteristics they are natural participating companies of the national innovation systems and TDF users. The main contribution of the present research is to provide analyses and arguments to discuss the Brazilian Innovation System. Accordingly, contribute to construct measure tools to improve country's incentive polices to innovation. (AU) | |
