Abstract

The canine surplus population represents a global problem. Issues related to populations of dogs and cats as pets have great importance in different countries because they are kept in close contact with humans. The stray dogs may represent a potential risk of harm to humans, causing road accidents. They also represent a major public health problem, and potential reservoirs and vehicles of infectious and parasitic diseases, some of which are transmissible to humans. Despite the catching of dogs on public streets, in homes, or in care centers for Animal Control a practice that does not control the dog population is considered a primary and complementary control of zoonoses. State Law number 12916 on 16th April 2008 (São Paulo, 2008), provides for the control of the reproduction of dogs and cats and makes related provisions. It is forbidden to eliminate the lives of dogs and cats by animal disease control agencies, public, and official establishments kennel congeners, except for the euthanasia permitted in cases of evil, serious illness, or incurable contagious diseases that may jeopardize the health of people or other animals. Considering the lack of recent information on the dynamics of the destination of dogs in kennels after State Law number 12916, this study shows is of fundamental importance to be able to clear this gap, therefore, reflect the benefit of public health.
