Abstract

This paper aims to study the design of the School District NGO Cidade Escola Aprendiz and your goal is to analyze the concepts of "School District", "community educator" and "public manager in Community Education" through the articulation of these concepts with the concepts of partnership, community and social justice which it is based. Objective is to understand through discourse analysis in the paper on theprogram, the relationship between the actions proposed and the theoretical foundations presented, and checking your grip and determine the role assigned to the partnerships. It is to understand to what extent the main concepts of project can beunderstood as part of a policy of compensatory actions, aimed at equity and social justice, and constitute part of the project of modernization, rationalization andmanagement of results next being developed at the national, provincial and municipal levels. We will seek to clarify which are the theoretical concepts that guide theorganization Cidade Escola Aprendiz, so that it can establish its role in localeducation policy. The analytical procedure of this work will be based on categories ofmodernization and rationalization, Max Weber, social equity and justice and perverse confluence John Ralws Evelina Dagnino. To achieve the proposed objective will review documents related to the project, the partnership projects and membership of municipalities and the literature produced in this regard.
