Abstract

The research aims to systemically compare cases of foreign policy continuity and change among South American governments. Through a selection of cases with variability between independent variables - derived from the developed hypothesis - and among the dependent variable - foreign policy continuity or change - it will be possible to investigate the main determinants to the foreign policy outcome. The dependent variable will be determined through comparing each government votes (during an executive mandate) at the United Nations' General Assembly with the United States' votes. In order to accomplish that propose, it will be necessary to compare an intermediary sample - initially, around 10 cases - using a method called Qualitative Comparative Analysis (QCA), that, besides seeking relations between variables originated in quantitative data, also require a deeper knowledge about the studied cases, using specialists research and specific case studies.
